The amount of compensation for free agents is determined by a formula based on salary, playing time and postseason success. The formula was developed by the NFL Management Council. Not every free agent player a club loses or signs is covered by this formula.

Teams that suffered a net loss of CFAs in the previous contract period are eligible to receive a corresponding number of compensatory picks. No team may receive more than four Compensatory Picks via this process.

In a league year, if the number of compensatory picks allocated is less than the number of teams in the league, teams will be allocated an additional number of picks based on the draft selection order. This year, thirteen teams were allocated thirty extra selections based on the offsetting formula. Two teams, the Chicago Bears and Houston Texans, will be allocated additional selections.

In addition to the thirty compensatory selections awarded based on the formula and the two additional selections, five special compensatory selections were awarded to three clubs: the Cleveland Browns, the San Francisco 49ers (three special compensatory selections) and the Kansas City Chiefs.

The franchises received these special picks as part of an amendment to the league’s 2020 collective bargaining agreement to promote equal employment opportunity and an inclusive workforce within NFL clubs.

Under this initiative, the former employer team of a minority employee hired by another club as a head coach or top football executive (general manager) will receive compensation in the form of a special compensatory draft selection.

This is contingent upon two minority employees being hired by one or more other franchises for these positions. Special compensatory picks will be awarded in order after all other compensatory picks in round three.
